Assign Owner(s) of Gear Items, to assign responsibility and autotasks for Gear Checks, and expand access rights so they can mark as Complete
Currently Standard Staff can't access Gear Items at all. Can make staff "Manage Users" to allow them access to updating Gear Items & Gear Checks, but this opens up editing on other sections which is not desirable.
